Hmm... Have you seen the services listed before? I'm not certain whether you would see the available services if your balance is zero in a particular month. I would assume/expect that you would even if you don't have a credit balance. If you do have a balance, and you've tried turning your phone off and then on again, and still no luck, unfortunately, my only suggestion is to give them a call.
I wish I had access to these services to test them out, and then I'd be able to provide you with more specific advice. Of course we welcome hearing from anyone else who's had this experience, and can provide some suggestions!

You're absolutely correct. SafeLink offers text and data services that are deducted from the free minutes monthly allocation. However, with Virgin's Assurance Wireless requires that you add additional funds via Virgin Mobile topup cards.
This is consistent with how SafeLink's parent company, TracFone, operates its services with units of value that can be used to "redeem" minutes, text messages, etc. To the contrary, Virgin Mobile's pay as you go per minute program doesn't offer a units-based structure; this functionality translates into its Assurance Wireless program.
I think the good news is that while they both take different approaches, you can get these extra value added services on either program. I think at the end of the day if you were to use your SafeLink units for non-voice services, you would find that you'd have very few free minutes to use. The point of these programs is to keep in touch with family, and for emergencies; with either program you at least have options.

I hate to rain on anybody's parade but Safelink does have text and data coverage, they will just eat up your units of talk time. Please read the terms and conditions on Safelink.com at the bottom of the page.
As far as I have seen so far it seems that Assurance Wireless does not even have that option, you have to pay for it separately.

SafeLink phones are definitely VERY basic, that's for sure! In order to be able to offer a free phone, they need to keep it basic. I expect that over time as the price of more advanced phones continues to drop in cost, they'll be able to offer more interesting phones. Maybe they could even start offering refurbished TracFone handsets, or even refurbished Verizon handsets at some point.
We need to keep in mind that the objective of the SafeLink program is to keep families in touch and safe, so fancy features are not specifically expected to be a main consideration for most people using the service.
I'm not sure about SafeLink, but Sprint did let me know that with their Assurance Wireless offer, customers can use any Sprint phone. So you can use an old Sprint phone you have, or buy one off eBay or wherever else (just make sure it's a clean, i.e. not stolen, phone!).
What features would be most interesting/important to you if you could let SafeLink know what you're looking for in a phone?

Although SafeLink Wireless service provides a pretty basic cell phone, you should still be able to have access to most messaging services. SafeLink is provided by TracFone. For a GSM TracFone handset, the email address to send messages directly to the phone is commonly: 10DigitPhoneNumber@txt.att.net
The reason why you see the AT&T reference in the email address is because TracFone is an MVNO, which means they don’t own their own network, but operate on other wireless carrier networks. TracFone offers both CDMA and GSM handsets. For GSM, they use the AT&T network.
So you can try sending an email to your phone using the above format and see what happens. Or, better yet, you can try sending an message to your normal email address (ex. Yahoo!, Gmail, etc.). When that email comes through, you’ll then be able to see the From email address, which will be the email address of your phone! Every phone is different, but you can try adding a new contact to you phone. Add yourself, and enter in your personal email address in the Email field for the contact. Then you should be able to get to the contact and select a “send email” option (I’m not sure what your specific phone will say, but look for something like that).
If you can’t find a way to send an email to a contact, you can also try using your text message application in your phone to attempt to send an email to your personal email address. I’ve seen the following work on TracFone handsets that you can try:
1. Create a new text message
2. Enter in 36245 (this spells “email”) in the To field
3. In the body of the message, type in your email address (ex. me@yahoo.com) followed by a space
4. After the space, type in a message (ex. hi)
5. Press Send
Please note that sending and receiving text messages (and if email works) will cost you. i.e. Non voice services are not included in the free SafeLink Wireless service. But if you need more minutes, or want to use these other services, you can add money to your account, so it’s pretty convenient.
